Part Time / 22 Hours Per week / Fixed Term for 12 months
This is a fantastic opportunity for you to join our professional and highly skilled Adult Social Care and Public Health Procurement Team which is responsible for the procurement of Adult Social Care and Public Health services. You’ll procure high value/risk services that are good quality, value for money and achieve positive outcomes for people who receive services and/or their carers.
Working closely with Commissioners and Contract Managers you will be provide professional and technical guidance on procurement matters. The successful candidate will be highly motivated, visionary, respectfully assertive and engaging.
This post is a part-time temporary post for 12 months working 22 hours a week. You’ll have flexibility in hybrid working from home predominantly. Currently there are no immediate plans to return to the office, however, should this occur then the team is anticipated to be based at City Hall, Charles Street, Leicester or at one of the other council office buildings in the city. The post is also subject to a standard DBS check.
What you’ll be doing
You'll be involved in managing complex procurement projects including liaising with Adult Social Care and Public Health Commissioners, and other stakeholders considering procurement strategies/approaches, undertake market engagement and stimulation and planning the procurement process. You’ll prepare documentation, advertise the contract, evaluate submissions as well as conduct negotiations as necessary. You’ll draft correspondence, prepare evaluation reports, debrief unsuccessful bidders, and agree contract documentation. You’ll liaise with the team to share best practice and lessons learnt and communicate with the Legal Team on legal matters. You’ll contribute to the future development of the procurement service and support less experienced team members by sharing your knowledge and expertise, and you’ll line manage a Procurement Officer.
What you’ll need
Significant experience of procurement, tendering and contract management processes, including complex, high risk and value projects. You’ll also need to demonstrate your experience relevant to the category specialism of procuring services for adult social care or public health and of applying UK Procurement laws. In the context of matrix management working, you’ll need to demonstrate your experience of supporting, managing and motivating individuals in multi-disciplinary teams.
